9. Command permissions and ignored surfaces

Why This Order Works

Verification comes first because every continuity and roster workflow depends on a successful member record.

Security modules come next so new member traffic, risky links, spam, and destructive admin actions are covered before the server gets busier.

Support, content, role, and alert modules come after the protection layer, because those modules shape the member experience once the server is ready for regular use.

Final Checks

1. Confirm the bot role is high enough for every role action.
2. Confirm log channels are private to staff.
3. Confirm verification, ticket, and alert posts are in the intended channels.
4. Run one safe test for every enabled module.
5. Open /reports and confirm the dashboard reflects live activity.
